Picnik is an online photo editing site that works well and costs nothing.
If you travel with your laptop fully loaded with Photoshop, you won't need this. And if you're a graphic designer, Picnik won't be nearly robust enough for you. But let's say you're anyone else.
You can upload a photo, crop, resize, rotate, adjust brightness, contrast, sharpen -- all that kind of stuff. While the site is in beta, you can use various filters, too. (When the site launches officially, the basic editing program will still be free, with additional features accessible to premium members.)
Once you've finished editing, you can save the image back to your computer, save to Flickr or Picasa, or email the pic.
