That's true in the sense that it's a website where you can upload and watch videos. If you're getting creative with your videos, you may want to invite the world; if, say, it's a friends-and-family event you've captured, you may want to keep it private.
Vimeo also emphasizes a strong sense of community -- positive feedback is encouraged, but not flaming or trash talk. So while YouTube is a model, the strong community and privacy elements make it a smart, appealing alternative.
